IBDNS should answer SERVFAIL, not REFUSED, for zones that failed to load

When I found issue #20 (closed), I also discovered that the zone that was affected wasn’t behaving properly. The zone in question was the root zone, and any query that would end up in the root zone’s bailiwick was responded to with REFUSED instead of SERVFAIL.
