Referrals have the AA bit set, but shouldn’t

When IBDNS returns a referral, the header has the AA bit set. This is in violation of RFC 1034 (see example in § 6.2.6).

However, this is a mistake naive implementations may make. When fixing this issue, a configuration option should be added that, if set, sets the AA bit in referrals.
