Implement RFC 2308 (SOA RRs in authority section of negative responses)

IBDNS does not implement RFC 2308 yet, which specifies that a SOA record be included in the Authority section of a NODATA or NXDOMAIN DNS response.

This new behavior should be made configurable, so that it can be disabled.
