CNAME outside authoritative data: don’t set RCODE

Marc van der Wal requested to merge vanderwal/ibdns:bugfix/cname-outside-auth-zone into develop

When asked for a domain that is an alias, whose CNAME is outsize any authoritative data (i.e. a zone that is not served by this server), IBDNS responded with REFUSED, as with a request to the CNAME’s value. This is incorrect, and the RCODE of the answer should be left unmodified.
