Generate API documentation for IBDNS

Marc van der Wal requested to merge vanderwal/ibdns:feature/api-docs into develop

This merge request adds the necessary configuration to generate API documentation. For now, it is mostly of interest to developers, but the ex_doc package makes it also possible to include guides, howtos, tutorials and other forms of documentation that would be more useful to end users and other stakeholders.
