Relicense project as GPLv3

Marc van der Wal requested to merge vanderwal/ibdns:feature/grand-opening into develop

I have obtained the necessary internal approvals to change the project license to GPLv3 and thus officially release this project as free software.

In this PR, the license is applied to all source files in a way that complies with the REUSE specification (see https://reuse.software). As a bonus, documentation is improved in places where it was needed the most.
