Clear AA bit in referrals

Marc van der Wal requested to merge bugfix/#31 into develop

This PR ensures that the AA flag is only set when IBDNS actually serves an authoritative response. If it’s a referral, the AA bit should be cleared.

It also adds a new configuration option, allowing IBDNS to serve referral responses that have the AA bit set when it shouldn’t.

Fixes #31 (closed).
